Manila Water continued to accelerate its long-term infrastructure program in 2025, deploying nearly ₱24 billion in capital expenditures for its East Zone operations. This forms part of the company’s ₱28.2 billion group-wide CAPEX, 84% of which was dedicated to the East Zone, underscoring Manila Water’s sustained commitment to building resilient and future-ready water and wastewater systems for over 7.8 million customers in eastern Metro Manila and Rizal.
Anchored on the Four Pillars of Sustainability
Manila Water’s 2025 CAPEX program was anchored on the company’s Four Pillars of Sustainability: Water Security, Service Accessibility, Service Continuity, and Environmental Protection. The largest share of investments was directed toward ensuring reliable water supply and system resilience.
Water Securitys
A significant portion of the nearly ₱24 billion East Zone CAPEX—around half, or roughly ₱12.5 billion—was invested in major raw water development and treatment infrastructure. These include ongoing work on East Bay, Wawa, and other strategic water source initiatives, which expand and diversify water supply to safeguard against climate-related variability and ensure long-term supply stability for households and businesses.
Service Reliability & Continuity
To reinforce round-the-clock service delivery, Manila Water advanced extensive network upgrades, pipeline replacements, pressure-improvement works, and overall system rehabilitation. These initiatives strengthen system redundancy, help reduce service interruptions, and enhance the overall durability of the East Zone distribution network. These programs also helped the company achieve a 13.55% non-revenue water (NRW) level by end-2025, one of the lowest in Asia.
Environmental protection through wastewater investments
The company also continued to expand and upgrade its wastewater systems, which covers catchment developments, sewer network enhancements, interceptor lines, and treatment upgrades. Approximately ₱2.5 billion was directed toward wastewater improvements, supporting regulatory compliance, protecting waterways, and contributing to a cleaner and healthier environment for East Zone communities.
Service Accessibility
Complementing large-scale infrastructure, Manila Water invested in community-level projects, pipeline extensions, and localized facility improvements. These efforts help expand service reach and ensure that growing communities continue to receive safe, reliable water supply and proper sanitation services. About ₱4 billion of the East Zone CAPEX supported these smaller but high-impact projects.
Enabling growth and strengthening future readiness
The 2025 CAPEX push also aligns with Manila Water’s broader growth strategy, capped by key milestones such as the acquisition of Wawa JVCo, which strengthens long-term water supply planning and operational resilience for the East Zone.
These sustained infrastructure investments reflect Manila Water’s commitment to delivering essential services that are secure, reliable, and environmentally responsible, ensuring that East Zone customers continue to benefit from improved water availability, better wastewater management, and a more resilient service network for years to come.
